[mpa] Thrifty BP used by the Chinese

I used to buy FA powder from an Elephant dealer in South Dakota (he was 
-just- over the border) waaay back when.  He brought it in for myself 
and two others that had mfg licenses.  One time he picked us up some 
Chinese powder, it was Dragon brand and came in waxed cardboard kegs 
with a label fairly similar to a cracker label with a big big dragon on 
it.  It wasn't Goex, or even Elephant quality, but it wasn't horrible 
either, and it was consistent.  I don't recall what the price of it was, 
but even having to use more it was significantly cheaper than Goex or 
Elephant, we cried when he couldn't get it any more.  I don't think I've 
seen Chinese powder since, which surprises me.
